Subject : Restructuring of Cadre of Artisan Staff in Defence Establishments in modification of the 6th CPC recommendations-Clarifications regarding.
Consequent upon the issuance of MoD letter of even number dared 14th June 2010 on the above mentioned subject, clarifications were sought by various Defence Establishments and Staff Associations on the following issues:
(i) Whether to treat the placement of 50% of the existing Highly Skilled Workers (Grade Pay:Rs.2400) as Highly Skilled –I (Grade Pay:Rs.2800) as Promotion for the purpose of ACP;and
(ii) To grant one time relaxation in respect of the employees who have already been granted financial up gradation in the Pay scale of Rs.5000-8000 in accordance with the ACPs between 01-01-2006 and 31-08-2008.
2. The matter has been considered in consultation with the Department of Personnel &Training and Ministry of Finance and it is clarified that:
(i) Placement of 50% of the existing Highly Skilled Workers (Grade Pay:Rs.2400) as Highly Skilled Worker Grade-I (Grade Pay:Rs.2800) with effect from 01-01-2006 will be treated as promotion for the purpose of ACP;and
(ii) While carrying out the restructuring as per Ministry of Defence letter of even number dared 14th June 2010,Financial up gradation (in the Pay scale of Rs.5000-8000),granted to the Highly Skilled Workers (in the Pay scale of Rs.4000-6000) between the period from 01-01-2006 to 31-08-2008 under ACP Scheme of August,1999,will not be withdrawn as a one time measure.

HS II PROMOTION AND HS I PROMOTION ALSO MCM PROMOTION ? WHAT IS THE LOGIC . MCM IS THE INTER GRADE RATIO HOW TO TREAT AS A PROMOTION.

ReplyDeleteEvery time I hearing discussions about HSK and master-crafts men. Their is no discussion about skilled workers and their problems. why sir, nobody take care about the skilled worker I don't know why it is?

ReplyDeleteIs there any progress about the PART-I Cadre Trades of EME of Min of Defense. The should not be divided into 50:50. All these trades like TCM, EE Mech, AFV who were initially appointed in the Pay scale of 1320/- or 4000/- as direct recruitment. How they can be put as HS-II which is lower grade Trade.

After 20/05/2003 new ZBB strength sanction from OFB from various factory then OFB guided that stop new ZBB by OFB instruction on15/01/2004 letter no 01/CR/A/I and further operation instruction on 18/042005 No.800/MC/A/I for fill-up new ZBB strength but OFDC could not fill the vacancy till 30/03/2006 OFDC fill MCM placement 31/03/2006 for this reason 44 No. MCM deprived they could placed MCM before 01/01/2006 due to OFDC negligence or other circumstance, delay promotion is not fault by the 44 persionof MCM please make arrange those are placement in between 21/05/2003 to 31/12/2005 and clarified why not they placed in that time from OFB
2) How will the benefits of ACP be granted if due between 01 .01.2006 and 31.08.2008
The revised pay structure has been changed w.e.f. 01.01.2006 and the benefits of ACPS have been allowed till 31.08.2008. Hence, the benefits of revised pay structure would be allowed for the purpose of ACPS.

*As per 5th. CPC Ordnance Factory IEs appointed Rs.3050 prevised scale revised 1900 GP 1st. ACPs 4000 prevised scale revised 2400 GP and 2nd. ACPS Rs.5000 prevised scale revised 4200 as per hierarchy so, those are got 2nd. ACPC I.e., 5000 prevised scale revised 4200GP why not entitled to 4600GP please clarified from OFB
*But till to day Ordnance Factory Dum Dum has not implement this order
3). Whether the cases of grant of financial upgradation allowed under the ACPS between 01.09.2008 and 19.05.2009, the date of issue of the Scheme are be reviewed?
Since the benefits of ACPS have been discontinued w.e.f. 01.09.2008, the cases settled between 01.09.2008 and 19.05.2009, in terms of previous ACP Scheme shall be reviewed because MACPS order published on 19/05/2009 then why in between case not applied for ACPS?

Based on the discussion with Staff Side in 3rd meeting of the Joint Committee of Modified Assured Career Progression Scheme (MACPS) held on 15.03.2011 under the chairmanship of the Joint Secretary (Establishment) Department of Personnel & Training, it has been decided that the necessary information it has been decided that necessary information in respect of specific categories of employees where the MACPS is less advantageous that the erstwhile ACPS may be called to from Ministries of Railways, Defence, Urban Development, Home Affairs and Department of Posts for taking a conscious Decision in the matter."
2. The Ministries of Railways, Defence, Urban Development, Home Affairs and Department of Posts are therefore, requested to send their information in the matter to this Department at the earliest.

4)The cases of 4 grade grant
The 4 grade structure settled on 31/12/2010 & took on effect on 01/01/2006 then why those who have been placed in between period in MCM,are treated as promotion.Thus we request the promotion to be treated after 31/12/2010 and not from 01/01/2006.so please clarified from OFB & DOPT, please see the DOPT
