Granting higher pay scale to Master Crafts Man (MCM)

Sub:  Early finalization of the Fast Track Committee decision in granting higher pay scale to Master Crafts Man (MCM)

Sir,

    Master Craftsman in Defence were granted Rs.4500-7000 pay scale by Vth CPC where as in Railways, they were granted Rs.5000-8000 during 2000 w.e.f. 1.1.1996. This issue of parity in the pay scale of MCM was referred to VI CPC brought by bringing down the pay scale to MCM in Railways Rs.4500-7000 at par with Defence.

The demand was raised before the Govt. of India, and was agreed to refer to the Fast Track Committee to enhance the pay to PB-2 Rs.9300-34800 + 4200 Grade Pay. Accordingly Ministry of Defence, Department of Expenditure issued Gazette Notification by amending the CCS (RP) Rules, 2008 during july, 2009.

MCM – Rs.4500-7000 – Revised to Rs.5000-8000  -  Grade Pay Rs.4200

HS   – Rs.4000-6000  – HS – I        Rs.5000-8000  -  Grade Pay Rs.2800

HS   – Rs.4000-6000 –  HS – II       Rs.5000-8000  -  Grade Pay Rs.2400

The above revised 4 grades structure at par with Railways was worked out-by M of D by distributing ration between MCM, HS-I, HS-II of SK as 20.5%, 20.5% & 45% respectively. Also granting the revised enhanced pay scale effecting from 1.1.2006 and granting exemption for HS-I from Trade Test as one time relaxation.

The proposal was sent to Defecne (Finance) and in turn it was referred to DOP&T. The approval was received on 26.2.2010. The when referred to Defence (Finance), again the matter was referred to Department of Expenditure, Ministry of Finance. Now pending at Department of Expenditure, Ministry of Finance.

Due to delay even after granting higher scales to MCM and HS Grade-I, MACPs granting financial upgradation w.e.f. 1.9.2008 is also pending. Many people are retiring. It is therefore requested that Hon’ble RM may intervene in this matter to get the clearance both from Ministry of Finance and Defence Finance and to issue necessary orders for implementation in this, there are about 60 to 70,000 employees are involved and awaiting eagerly.

  1. dear sir, how long we the affected MCMs are awaiting for the proposed Grade Pay Rs.4200/ or Rs.4600/
    in mean time HVF Fry issue ACP orders for 20 years completed and holding in current mcm on before 01.09.2008.
    what is real position in MCM GP Rs.4200/
    pl.conform which is for better to ours.

    Civilian Motor driver grade I and MCM were equal grade pay of Rs. 2800/- till the implementation of 6th pay commission. Now the Grade pay of MCM have been upgraded with the grade pay of Rs. 4200/-. Hope the federation leaders will take up the case of CMDs also for the parity with MCM. At least 50% of senior most Civilian Motor Drivers (Staff Car Drivers) have the right to get promotion as Special Grade. in the Grade pay of Rs. 4200 in the pay band 9300-34800 those who are completed more than 20 years regular service, due the following reasons:- :-

    As per the latest policy, only 5% of senior most Civilian Motor Drivers ( Special Grade) (Staff Car Drivers) are getting the Grade pay of Rs. 4200 in the pay band 9300-34500 at the time of retirement on completion of 35 to 37 years of service, due to the introduction four grade structure i.e. Ordinary grade, Grade II ,Grade I & Special grade in the grade ratio system of 30:30:35:5 respectively.

    Earlier there was three grade structure such as Grade II ,Grade I & Special grade, which was in favour to CMDs. Second promotion as special grade were getting the pay scale of Rs. 1320-2040 which was equivalent to Rs. 5000-8000 in the 5th pay commission comparing to the pay scales. The four grade structure promotion has been introduced instead of three grade structure with the grade ratio system of 30:30:35:5, which was very adversely affected promotion of Civilian Motor Drivers (Staff Car Drivers)with comparison to other group C categories. Since the implementation of ACP and MACP were not granted to CMDs, the only category exempted, which is an extreme injustice to the category.
    However, the grade structure of grade II and grade I have been merged in to one grade in case of JEs (Supdt gde I &II) , O/S (Asst& O/S), Draftsman( Gde II & Gde I), Supvr.B/S (Gde II &Gde I), & Stenos (Gde II & Gde I) which was very favour to them.

    The mazdoor, chowkidar , peon safaiwala who were re-classified as LDC (Group ‘C’ category) are getting the Grade pay of Rs. 4200 in the pay band 9300-34800 after completion of 20 yrs ,while implementing MACP. However, the mazdoors re- classified as Civilian Motor Drivers (Staff Car Drivers) are not getting the Grade pay of Rs. 4200 in the pay band 9300-34800 even after completion of 30 to 35 yrs as Civilian Motor Drivers (Staff Car Drivers). All those who are initially appointed in the Group ‘C’ category ( including skilled industrial personnel), were granted the Grade pay of Rs. 4200 in the pay band 9300-34500 after completion of 24 years except Civilian Motor Drivers (Staff Car Drivers). The semiskilled industrial personnel who are appointed before 1982 whose initial basic pay was Rs. 75 in the 3rd pay commission (at that time MTDs were drawing initial Basic pay of Rs. 110/-) and got more than three promotions and more than two financial up gradations were granted the pay scale of Rs, 5000-150-8000 after completion of 24 yrs under the ACP Scheme(For. e.g., WIREMAN, LINEMAN, SBA, MPA, PHO, DES, PAINTER, CARPENTER, MASON, PLUMPER, PIPEFITTER etc).All these categories were semiskilled before 3rd pay commission.

    However, CMDs who are Group ‘C’ (Skilled) employee since the Independence of India are not getting the pay scale of Rs 5000-150-8000 after completion of 24 years as per ACP and 20 years as per MACP.
    Therefore, the grade ratio has to be revised to 40% instead of 5% and the implementation of three grade structure in case of Civilian Motor Drivers (Staff Car Drivers) also by merging the CMD Gde I and Special Gde into one grade is very essential in the ratio of 30:30:40 for justification or time scale promotion be recommended to Civilian Motor Drivers (Staff Car Drivers). Justice delayed is justice denied
