"Effective grievance redressal system to ensure that no pensioner is put to any inconvenience"- Dr Pallam Raju

                The Defence Minister Shri AK Antony has underlined the need to complete projects within the stipulated timeframe.  Addressing a gathering here today after inaugurating a complex of the Defence Accounts Department (DAD), he commended the Defence Research and Development Organisation (DRDO), which was the construction agency, for not only completing the project on time but also avoiding cost overruns. Lamenting the huge losses incurred by Central and State Governments due to delays in long gestation projects on account of time and cost overruns, Shri Antony motivated the DRDO to complete vital projects in time, saying that the organisation has proved that given the sincerity and will, it can deliver and meet its objectives.


       Assuring the Government’s commitment to provide adequate manpower and fulfil the infrastructure needs, the Defence Minister asked Defence Finance officials to help the Services attain their targets. “Your officers must not only monitor the progress of budget utilization, but also come up with innovative solutions to help the Services manage their funds in an efficient and a transparent manner”, he said. The DAD has an important role to perform since the Defence Budget constitutes the single largest head of expenditure in the Union Budget, after interest payments, Shri Antony noted.

               He commended the DAD officials for timely release of all pay arrears, well before Diwali, on account of Sixth Central Pay Commission implementation, to the Armed Forces personnel, numbering a huge 1.2 million. “Quick and efficient authorization, revision and payment of rightful dues to more than two million defence pensioners is and must be one of the topmost priority areas for the Government”, he added.

                 In his address the Minister of State for Defence Dr MM Pallam Raju welcomed the constitution of an effective grievance redressal system to ensure that no pensioner is put to any inconvenience. Dr Pallam Raju said that the Pension Adalats are being held regularly in different parts of the country to reach out to the pensioners. He asked the DAD to leverage the benefits of technology by transforming the current systems to an entirely computerized environment. “New initiatives include computerized generation of Pension Payment Orders, creation of pensioner profile and document imaging and management system for old records”, he added.

            Shri Vinod Rai, Comptroller and Auditor General of India, Smt. Indu Liberhan, Secretary (Defence Finance) and Smt Bulbul Ghosh, Controller General of Defence Accounts, also spoke on the occasion. Dr VK Saraswat, Scientific Advisor to Defence Minister, Secretary Defence Research and Director-General, DRDO, was among the distinguished guests present on the occasion.

Non-Productivity Linked Bonus (Ad-hoc bonus ) to Central Government Employees for the year 2008-2009.

OFFICE MEMORANDUM

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc bonus ) to Central Government Employees for the year 2008-2009.

The under signed is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc bonus ) equivalent to 30 days emoluments for the year 2008-2009 to the Central Government Employees in Group C and D and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme. The Calculation ceiling of Rs.3500/- remain unchanged. The payment will also be admissible to the Central Police and Para-military Personnel and Personnel of Armed Forces. The orders will be deemed to extended to the employees of Union Territory Administration which follow the other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service on 31.3.2009 and have rendered at least six months of continuous service during the year 2008-2009 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months service (rounded off to the nearest number of months)

(ii)The quantum of Non-PLB (Ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling which ever is lower.To calculate Non-PLB(Ad-hoc bonus)for one day ,the average emoluments in a year will be divided by 30.4(average number of days in a month)This will there after be multiplied by the number of days bonus granted. To illustrate, taking the calculation ceiling of Rs. 3500/-(where actual average emoluments exceed Rs. 3500X30/30.4=Rs. 3453.95 (rounded off to Rs.3454/-)

(iii)The casual labour who have worked in offices following a 6 days week for at least 240 days for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week ) be eligible for this Non-PLB (Ad-hoc bonus) payment. The amount of Non-PLB (Ad-hoc bonus) payable will be Rs.1200x30/30.4 i.e.Rs.1184.21(rounded off to Rs.1184/-) Incases where the actual emoluments fall below Rs.1200/-p.m.,the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v)The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-ECooRD/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure on account of Non-PLB (Ad-hoc bonus) is to be met from with in the sanctioned budget provision of concerned Ministries /Departments for the current year.5.In so for as the persons serving in the Indian Audit and Accounts Department are concerned , these orders are issued in consultation with the Comptroller and Auditor General of India.

Payment of second instalment of arrears on account ofimplementation of Sixth Central Pay Commission'srecommendations.

As communicated vide this Department's Resolution No.l/l/2008-ICdated 29th August, 2008, the Government had decided that the arrears onaccount of implementation of Sixth Central Pay Commission's recommendationswill be paid in cash in two instalments - first instalment of 40% during the year2008-09 and the remaining 60% in the financial year 2009-10.The first instalmentbas already been paid in 2008-09. It has now been decided that the remaining60% of arrears may now be paid to the concerned Government servants.

2. Further, as already stipulated vide this Department's O.M. No.1(2)/ EV/2008 dated 17th August, 2009, in the case of post-01.01.2004 entrantsinto the Central Government, the second instalment of arrears may be releasedonly after individual application forms for registration to the New PensionScheme have been obtained by the DDO/PAO from the concerned Governmentservant.

3. As in the case of the first instalment of arrears, Government servants willbe permitted to deposit their arrears in their GPF Accounts. Though notmandated, Government servants are encouraged to deposit their arrears in their GPF accounts

Finance Ministry approved Rs.5000-8000(Rs.4200 Grade Pay) for MCM


Dear affiliates,
You are aware that the demand for granting Rs.5000-8000 to MCM in Defence at par with Railways was persued by INDWF with M of D. Later this was refused by VI CPC and the same was not considered. Railways MCM was also brought down to Rs.4500-7000 at par with Defence.
INDWF vide our letter No.INDWF/RM/30/2004 dt.28.9.2008 represented to Ministry of Defence to refer the issue to Fast Track Committee and was replied by M of D vide their letter No.PCI to F.No.1088/2008-D(einl) dt.8.11.2008 addressed to General Secretary, INDWF stating that the matter was placed before the Fast Track Committee along with Railways.
Subsequently a meeting was held with M of D on 19.6.2008 and with Ministry of finance(Expenditure) on 19.2.2009 and was agreed to grant Rs.5000-8000 provided it in agreed to demerge Highly Skilled in to Highly Skilled I and Highly Skilled II grades.

Now Ministry of Finance (Department of Expenditure) issued amendment to G.S.R.552(E) to Central Civil Services(Revised Pay) Rules, 2008 for the workshop staff as follows and issued Notification through Gazette of India on 28.7.2009 published by the controller of publications, New Delhi-110 054.

The date of effect will be from 1.1.2006 .MOD will issue clear orders.

Setting Up Of Ordnance Factory at Rajgir

The present status of the project is given below:

(i) Contracts for procurement of the different plants to be set up in the factory have been concluded.

(ii) The administrative building of the factory and a few other buildings for a school and a hospital have been completed. Work for arrangement of bulk power has also been completed.

The project was originally sanctioned by the Cabinet Committee on Security in 2001. Further steps for implementation could be taken only after the trials of the product (bio modular charge system for artillery guns) were completed by the Army in March 2003. When a global tender was issued it was found that the offers received were much higher than the sanctioned cost. The Ministry of Defence had then decided to put the project on hold and appoint an expert committee for reviewing the project. After examining the report of the expert committee it was finally decided in July 2007 to go ahead with the project. The revised project was approved by the Cabinet Committee on Security in January 2009.

The project is scheduled to be completed by August 2011. However, in view of the case registered by CBI against Shri Sudipta Ghosh, former DGOF and some others, it has been decided by the Ministry of Defence to put on hold for the present all procurement cases with Israeli Military Industries, Israel, on whom the contract for supply of Bi Modular Charge System Plant has been placed, till further orders.

OBSERVING DEMAND WEEK FROM 10-8-2009 TO 14-8-2009 BY INDWF

INDWF, in its working committee meeting held on 23-07-2009 at New Delhi under the chairmanship of Sri. Ashok Singh, resolved to observe the protest week demanding to fully implement the orders of Revised Pay on the recommendation of VI CPC and its related issues including the payment of 60% arrears on VI CPC revised pay.

All the affiliated unions are requested to fully observe the demand week with full enthusiasm and following all the methods of Gate meetings, Issue of Hand bills ,Wearing Badges, Holding Demonstrations, Procession etc…Also you may submit a memorandum to the Defence Secretary and Head of the Directorates, through your Head of the Establishments during the demand week.

On completion of the programme kindly submit the report to the Federation. Programme should be successfully adopted to raise the image of INDWF.

RESOLUTION ADOPTED IN THE WORKING COMMITTEE
MEETING HELD ON 23-7-2009 AT NEW DELHI.

The working committee meeting held on 23-7-2009 at New Delhi discussed at length about the implementation of VI CPC recommendations by Government of India vide their OM dated 29-8-2008. Therefore working committee decided to direct the affiliated unions to observe demand week by conducting Gate meetings, Issue of Hand bills ,Wearing Badges, Holding Demonstrations, Taking Procession and submission of memorandum through their respective Head of the Establishments addressed to the Defence Secretary ,Government of India

INDIGENOUS PRODUCTION OF T-90 TANKS

Technology transfer agreement for T-90 tanks

The contract for transfer of technology for licensed production of T-90 tanks was signed on Feb 15,2001 between Government of India and Federal State Unitary Enterprise “State Corporation ‘Rosvoorouzhenic’ Russian Federation.” Production of T-90 tanks has commenced In Ordnance Factories.
So far 186 tanks have been supplied by assembly of Semi-Knocked Down/Completely Knocked Down kits. Supply of T-90 Tanks through indigenous production of components will commence from 2009-10. This information was given by Minister of State for Defence Shri MM Pallam Raju in a written reply to Shri Hansraj G. Ahir in Lok Sabha today.

OVERHAULING OF T-72 TANKS IN HVF
Sixty two T-72 Tanks are awaiting completion of overhaul at Heavy Vehicles Factory (HVF), Avadi. In the year 2009-10 it is proposed to overhaul a total number of 120 tanks at HVF, for which the remaining tanks would be sent by the Army. This information was given by Minister of State for Defence Shri M.M. Pallam Raju in a written reply to Shri T.K. Rangarajan in Rajya Sabha on 15-7-2009

IT EXEMPTION LIMIT INCREASED

With a view to providing interim relief to small and marginal tax payers and senior citizens the budget 2009-2010 has increased the personal income tax exemption limit by Rs 15,000 from Rs 2.25 lakh to Rs 2.40 lakh for senior citizens. Similarly it has aslo raised the exemption limit by Rs 10,000 from Rs 1.80 lakh to Rs 1.90 lakh for women tax payers and by Rs 10,000 from Rs 1.50 lakh to Rs 1.60 lakh for all other categories of individual taxpayers. Further, it has also increased the deduction under section 80-DD in respect of maintenance, including medical treatment, of a dependent who is a person with severe disability to Rs 1 lakh from the present limit of Rs 75,000.
In the past, surcharges on direct taxes have generally been levied to meet the revenue needs arising from natural calamities. The Government has set up the National Calamity Contingency Fund to build up resources to meet emergency situations. As a corollary, surcharge on direct taxes should be removed. However, this has to be balanced with the revenue needs of the Government. Therefore, the budget has phased out the surcharge on various direct taxes by eliminating the surcharge of 10 per cent on personal income tax.
There is no change in corporate taxation.
Deduction in respect of export profits is available under sections 10A and 10B of the Income-tax Act. The deduction under these sections would not be available beyond the financial year 2009-2010. In order to tide over the slowdown in exports, I propose to extend the sun-set clauses for these tax holidays by one more year i.e. for the financial year 2010-11. The budget has aslo abolished the Fringe Benefit Tax that wa sintroduced in the Finance Act, 2005 on the value of certain fringe benefits provided by employers to their employees.

It has been decided that the holidays as specified in the Annexure -I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2010. 3.2 No substitute holiday should be allowed if any of the festival holidays
initially declared subsequently happens to fall on a weekly off or any other nonworking day or in the event of more than one festivals falling on the same day.
4. The list of Restricted Holidays appended to this O.M. is meant for Central
Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.
5.1 For offices in Delhi / New Delhi, any change in the date of holidays in
respect of Idu'l Fitr, Idu1 Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi.
5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu1 Fitr, Idu1 Zuha, Muharram and Id-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be
declared at a very short notice. In such a situation, announcement could be made through T.V. / A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.
6. During 2010, Diwali (Deepavali) falls on Friday, November 5, 2010 (Kartika'14). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on "Narakachaturdasi Day". In view of this, there is no objection if holiday on account of Deepavali is observed on "Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government. However, in the year 2010, Diwali (Deepavali) and Narak Chaturdasi Day, both are falling on the same day i.e. November 5,2010.
7. Central Government Organisations which include industrial, commercial
and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi's birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2010, subject to para 3.2 above.
8. Union Territory Administrations shall decide the list of holidays in terms ofMinistry of Home Affairs letter No.14046/27 /83- GP-I dated 15.2.1984 by which they would observe a total of 16 holidays including the three National Holidays Viz. Republic Day, Independence Day & Mahatma Gandhi's birthday.
9. In respect of Indian Missions abroad, the number of holidays may be
notified in accordance with the instructions contained in this Department's O.M.No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 11(Eleven) holidays of their own only after including in the list, three National Holidays and Milad-Un-Nabi or Id-E-Milad, Mahavir Jayanti, Idu'l Fitr, Dussehra (Vijaya Dashami), Guru Nanak's Birthday, Christmas Day included in the list of compulsory holidays and falling on days of weekly off.
10. In respect of Banks, the holidays are restricted to 15 days in a year in terms of the instructions issued by the Department of Economic Affairs (Banking devision).

MODIFIED ACP

MODIFIED ASSURED CAREER PROGRESSION -DOPT ORDER

MODIFlED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THECENTRAL GOVERNMENT CIVILIAN EMPLOYEES.
The Sixth Central Pay Commission in Para 6.1.15of its report, has recommendedModified Assured Career Progression Scheme(MACPS). As per the recommendations,financial upgradation will be available in the next higher grade pay whenever an employee has completed 12 years continuous service in the same grade. However, not more than two financial upgradations shall be given in the entire career, as was provided in the previous Scheme. The Scheme will also be available to all posts belonging to Group "A" whether isolated or not. However, organised Group "A" services will not be covered under the Scheme
2. The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10, 20 and 30 years of continuous regular service.
3. The Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This Scheme is in supersession of previous ACP Scheme and clarifications issued there under and shall be applicable to all regularly appointed Group "A", "B", and "C" Central Government Civilian Employees except officers of the Organised Group "A" Service. The status of Group "D" employees would cease on their completion of prescribed training, as recommended by the Sixth Central Pay Commission and would be treated as Group "C" employees. Casual employees, including those granted 'temporary status' and employees appointed in the Government only on adhoc or contract basis shall not qualify for benefits under the aforesaid Scheme. The details of the MACP Scheme and conditions for grant of the financial upgradation under the Scheme are given in Annexure-l.
4. An Screening Committee shall be constituted in each Department to consider the case for grant of financial upgradations uhder the MACP Scheme. The Screening Committee shall consist of a Chairperson and two members. The members of the Committee shall comprise officers holding posts which are at least one level above the grade in which the MACP is to be considered and not below the rank of Under Secretary equivalent in the Government. The Chairperson should generally be a grade above the members of the Committee.
5. The recommendations of the Screening Committee shall be placed before the Secretary in cases where the Committee is constituted in the MinistrylDepartment or before the Head of the organisation/competent authority in other cases for approval.
6. ln order to prevent undue strain on the administrative machinery, the Screening Committee shall follow a time-schedule and meet twice in a financial year - preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April- September) of a particular financial year shall be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year shall process the cases that would be maturing during the second-half (October-March) of the same financial year.
7. However, to make the MACP Scheme operational, the Cadre Controlling Authorities shall constitute the first Screening Committee within a month from the date of issue of these instructions to consider the cases maturing upto 30th June, 2009 for grant of benefits under the MACPS.
8. ln so far as persons serving in The lndian Audit and Accounts Departments are concerned, these orders issue after consultation with the Comptroller and Auditor General of lndia.
9. Any interpretation/clarification of doubt as to the scope and meaning of the provisions of the MACP Scheme shall be given by the Department of Personnel and Training (Establishment-D). The scheme would be operational w.e.f. 01.09.2008. ln other words, financial upgradations as per the provisions of the earlier ACP Scheme (of August, 1999) would be granted till 31.08.2008.
10. No stepping up of pay in the pay band or grade pay would be admissible with regard to junior getting more pay than the senior on account of pay fixation under MACP Scheme.11. It is clarified that no past cases would be re-opened. Further, while implementing the MACP Scheme, the differences in pay scales on account of grant of financial upgradation under the old ACP Scheme (of August 1999) and under the MACP Scheme within the same cadre shall not be construed as an anomaly.
